Environmental Process

The California Department of Transportation (Caltrans) has prepared this Initial Study (IS) with Proposed Negative Declaration, which examines the potential environmental impacts of the proposed Lee Vining Rehab Project located in and near the town of Lee Vining, situated within Mono County, California. Caltrans is the lead agency under the California Environmental Quality Act as well as the National Environmental Policy Act. This document explains why the project is being proposed, the existing environment that could be affected by the project, potential impacts of each of the alternatives, and the proposed avoidance and minimization measures.

Purpose and Need for the project:
Purpose: Restore the facility to a state of good repair so that the roadway will require minimal maintenance resources and bring fewer disruptions to the public over the life cycle of the pavement. Bring pedestrian facilities and crossings up to current standards required by the Americans With Disabilities Act. Address and replace drainage systems. Provide a safe and efficient transportation system for interregional traffic that also addresses the local needs of the Lee Vining Community.

Need: The roadway has reached the end of its life cycle as it exhibits major pavement distress. The local community desires complete streets facilities to accommodate multimodal transportation use. This will also allow for the upgrade of Americans With Disabilities Act facilities that were constructed to previous standards. Additionally, current drainage facilities need to be upgraded and expanded to accommodate improvements.

Please read the environmental document. It can be accessed electronically here:  Lee Vining Rehab Initial Study.

Hard or disc copies of this IS and related technical studies are available upon request from Caltrans via email to Ryan.Spaulding@dot.ca.gov.

Please plan to attend a virtual public meeting on February 15, 2022

between 6:30 and 8:00 PM.

We’d would like to hear what you think. If you have comments regarding the proposed project, please see the "Submit Comments" tab above.
