General Project Information

The Bishop Pavement Project will:

  • Rehabilitate pavement on all travel lanes and shoulders on U.S. Highway 395 from 0.1 miles south of Jay Street to Barlow Lane and on State Route 168 West (West Line Street) between Pioneer Lane and U.S. Highway 395 (Main Street).

  • Construct a 10-foot multiuse path for pedestrians and cyclists on the south side of U.S. Highway 395 See Vee Lane to Wye Road.

  • Upgrade drainage and replace sidewalks, curb ramps, and driveways from Line Street to Academy Avenue.

  • Relocate traffic signal poles and upgrade pedestrian signal controls at three corners of the intersection at U.S. Highway 395 (Main Street) and State Route 168 West (West Line Street). 

  • Construct enhanced pedestrian facilities on U.S. Highway 395 at Clarke Street, Academy Avenue, Mac Iver Street, and construct a pedestrian hybrid beacon on U.S. Highway 395 at the Sierra Street Bike Path crossing (postmile 116.80).

  • Replace Transportation Management Systems (TMS) count stations.

Purpose

The purpose of this project is to restore the facility to a state of good repair so that the roadway will be in a condition that requires minimal maintenance, and to extend the service life of the facility and to bring portions of existing sidewalks and curb ramps to meet current regulations.

Need

The pavement within the project limits is exhibiting distress and structural deficiencies. This has caused a deterioration that, if continued, will severely decrease the ride quality of the existing roadway. Portions of pedestrian facilities and Americans with Disabilities Act ramps need to be upgraded to meet the current Americans with Disabilities Act standards. Drainage improvements are needed on U.S. Highway 395 to eliminate standing water.

Cost

The total cost for the Bishop Pavement Project is approximately $25 million and is partially funded by Senate Bill 1, the Road Repair and Accountability Act of 2017, investing over $5 billion annually to fix roads, freeways and bridges in communities across California.
